How can IT become better integrated with all levels of education

The whole environment of educating future and present IT people is fragmented. K-12 schools have their own programs, colleges and technical schools also have their own program. The problem is there isn't anything that integrates this training into a comprehensive package. What are the priorities for these programs? I teach IT at the college level and also at a technical school. When I look at both programs, nothing is integrated with each other. Bits and pieces are taught, but 90% of the programs are way behind in today's technology. America is falling behing in the tech world, but there isn't any policy on how to create a clear direction for integrating all levels of education. Everyone is concerned about math and science but I don't hear very much about educating people in the IT world. There may be a good clear plan but I haven't been made aware of one.
In searching the Web there are many articles on integrating IT and education but they are fragmented.
